Decriminalise use of small quantities of ganja

Much has been said and written of late regarding the question of the legalisation or decriminalisation of marijuana in this country, and it appears to me that there is a great deal of confusion about this issue.

Firstly, very often the terms legalisation and decriminalisation are often used interchangeably, which is totally incorrect. 

To clarify, the current situation in this country is that the use or possession of even small amounts of marijuana is not only illegal, but is a criminal offence. Anyone found guilty of this offence is liable to a hefty penalty, including a jail term, and thereafter has a criminal record. 

If marijuana were to be legalised, use or possession would no longer be an offence, and there would be no penalties whatever. If, however, marijuana was decriminalised, use or possession would still be illegal, but it would become a misdemeanor, rather than a criminal offence. 

In many countries where this step has been taken, the penalties for use or possession of small quantities of marijuana are relatively light, often involving a fine, and mandatory attendance at a drug awareness programme.

In my own view, total legalisation of marijuana would be a very unwise step, and could result in a generation of highly unproductive young people. 

Just from anecdotal observation, which of the habitual heavy weed users whom you know could be described as hard working, efficient, conscientious and ambitious citizens? And which could be best described as laid back, cool, easygoing dreamers? I rest my case.

I would like to suggest that while the cultivation and trafficking of marijuana should remain illegal, and a criminal offence, the use or possession of small quantities of this drug should be decriminalised, with mandatory attendance at drug rehab programmes for offenders.
